Florida is the third most populous state in the United States and, as of 2025, the most populous to have legalized sports betting. What a coup, then, for the Seminole Tribe of Florida to be the Sunshine State's exclusive purveyor of sports betting through its Hard Rock Bet apparatus.
Yes, that Hard Rock. What started as a humble London hamburger joint in 1971 is now one of the world's most recognizable entertainment and leisure brands -- complete with live music, lush resorts, rock and roll memorabilia, casino gaming, and the Hard Rock Bet Sportsbook. Save for a handful of holdovers, the Seminoles control the brand and its properties -- as well as sports betting in all of Florida.
There's a chance that could change one day. The tribe has forged partnerships with local parimutuels, per its compact with the state, and has expressed an openness toward taking on commercial partners like DraftKings and FanDuel. But according to that 2021 compact, any of those partners would have to kick 60% of all sports betting revenue back to the Seminoles, which might prove discouraging.
The Seminoles launched a version of Hard Rock Bet in 2021 for approximately a month before legal issues compelled the tribe to take it down. But after two years of courtroom wrangling, Hard Rock Bet has been up and humming in Florida since December 2023, reaching peak monthly betting handle totals in the $1 billion ballpark during football season and March Madness.

The years-long legal saga involving the Seminoles and West Flagler & Associates ends in a settlement. In exchange for West Flagler agreeing to halt all further legal proceedings against the tribe, the Seminoles will offer wagering on jai alai events associated with West Flagler.
Sports betting in Florida is legal exclusively at retail sports betting outlets run by the Seminole Tribe and through its mobile wagering app, Hard Rock Bet. The Seminoles currently have a monopoly on sports betting in Florida, although the tribe has the option of partnering with parimutuel venues and commercial operators if it so desires.
Anyone who is 21 or older and physically located within the state of Florida can wager there, provided they haven't placed themselves on a voluntary self-exclusion list or are a professional athlete or official betting on an event prohibited by league rules.
While the Florida Gaming Control Commission is responsible for regulating commercial gaming, sports betting in the Sunshine State is a tribal-controlled entity overseen by the Seminole Tribe of Florida's Tribal Council. The Seminoles are required to adhere to the terms of their compact with the state, which includes forking a certain percentage of sports betting revenue over to Florida taxpayers.
Floridians are afforded a robust menu of sporting events on which to wager via Hard Rock Bet, including American football, Aussie Rules Football, basketball, baseball, boxing, darts, golf, handball, hockey, jai alai, MMA/UFC, rugby, soccer, table tennis, tennis, volleyball, and certain Olympic and winter sports.
Florida sports bettors are not allowed to place prop bets involving individual collegiate players. Pretty much everything else, save for universal no-nos like betting on high school sports, is fair game provided it's available on Hard Rock Bet.
Daily fantasy sports (DFS) contests are largely unregulated in Florida, save for a state edict which stipulates that DFS operators cannot offer pick 'em games that mirror prop betting. Some operators -- among them PrizePicks, Underdog, and Betr -- have responded by relaunching under a peer-to-peer DFS model in Florida.
Yes, it's legal to bet on horse racing in Florida, both in-person at tracks like Gulfstream Park and Tampa Bay Downs and online via a variety of advance-deposit wagering platforms (ADWs). Among the available horse betting apps is 1/ST BET, which is operated by the owner of Gulfstream Park.
